Full Step-by-Step Guide to Apply for EAC (TR CU) Certification (2026 Latest Rules)
There are two types of EAC documents with different workflows:
EAC CoC (Certificate of Conformity) – high-risk goods (machinery, low-voltage electrics, explosion-proof gear, toys, pressure vessels)
EAC DoC (Declaration of Conformity) – low/medium-risk consumer goods (textiles, furniture, hand tools, small accessories)
Pre-Application Mandatory Rule (Non-negotiable)
Chinese/overseas manufacturers cannot apply or hold EAC documents directly.
You must appoint an EAEU registered legal entity as your Authorized Representative (AR).
For Russia customs clearance priority: Choose a Russian LLC (ООО) as AR (2026 Order 1669 bans Kazakhstan/Belarus AR as valid holders for Russian border)
Sign a notarized power of attorney between factory and Russian AR; AR becomes the official applicant & certificate holder, bears joint legal liability
Step 1: Product Classification & Confirm Certification Type (1–3 working days)
Provide your full product name, model series, HS/TN VED customs code, technical parameters
Match the applicable TR CU Technical Regulation(s) (e.g. TR CU 004/2011 low voltage, TR CU 020/2011 EMC, TR CU 010/2011 machinery)
Confirm if you need CoC (lab test + factory audit) or DoC (self-declaration, no factory audit)
Choose certificate validity mode:
Batch certificate: Valid for one single shipment only
Serial production certificate: 1/3/5 years (multi-batch export)
Step 2: Appoint a Qualified Russian Authorized Representative
Select a legitimate Russian LLC with full official registration (ОГРН, ИНН, EGRUL records verifiable online)
Sign formal manufacturer authorization agreement
Notarize the proxy by Russian notary public
Complete AR registration in the official URAR unified representative registry (mandatory from July 2026)
Step 3: Prepare Full Russian-Language Technical Dossier
All technical files must be translated into Russian, key documents notarized; model numbers, brand, specs must be consistent across all papers.
