TR CU / EAC legal status overrides GOST-R entirely:
If your product falls under any EAEU TR CU technical regulation → EAC (CU-TR) is mandatory, GOST-R will be rejected by Russian customs
Only goods with NO applicable TR CU rules require mandatory GOST-R for Russia import/sale
The two systems cannot replace each other; they apply to separate product ranges

Legal base: Unified TR CU Technical Regulations of the Eurasian Economic Union (EAEU)
Regulator: Eurasian Economic Commission (EEC) + national Rosaccreditation bodies
Purpose: Unified cross-border market access for all 5 EAEU member states

GOST-R (Russian National Certification)
Full name: Государственный стандарт России (Russian State Standard)
Legal base: Russian national GOST standards + Government Decree No.2425
Regulator: Rosstandart (Russian Federal Agency for Technical Regulation and Metrology)
Purpose: National compliance only for Russia domestic territory
Mark: Circular PCT / RST national mark

Rolled steel, metal profiles, special construction materials
Certain batteries, ceramic tableware, telecom radio terminals
Voluntary GOST-R: All other goods (only for tender/marketing, not customs mandatory)
