1. Core Definition & Legal Status
EAC DoC = Declaration of Conformity to EAEU TR CU Technical Regulations
It is the official self-declaration document for low & medium-risk goods to circulate freely in all 5 EAEU states (Russia, Belarus, Kazakhstan, Armenia, Kyrgyzstan).
Equal legal validity as EAC CoC for customs clearance & market sales (only applicable for products the TR CU rules allow DoC)
Not issued by third-party certification bodies; drafted, signed and filed by an EAEU local legal entity (Authorized Representative / importer)
Only valid after registration in the unified FGIS EAEU federal registry; unregistered declarations are null and void
Critical rule: DoC cannot replace EAC CoC for high-risk goods (toys, Ex-proof equipment, lifts, pressure vessels etc.) — customs will reject DoC for mandatory-CoC products

3. Six Official DoC Conformity Assessment Schemes (1D ~ 6D)
Defined by EEC Resolution No.621, suffix D for declaration schemes:
1D – Serial mass production (most common)
No mandatory accredited lab test; manufacturer’s internal test data is acceptable; ideal for textiles, furniture, small home appliances.
2D – Single batch / one-off shipment
For one contract delivery, testing optional, low cost for small orders.
3D – Serial production (mandatory accredited lab testing)
Samples tested by Rosaccreditation labs; used for electrical goods (TR CU 004+020) where buyers request official lab reports.
4D – Single batch with accredited lab testing
Custom one-time industrial parts, requires official test protocols.
5D – Serial production for special innovative/on-site assembled equipment
Based on type sample test + manufacturer internal production control.
6D – Serial production with ISO 9001 QMS certification
