EAC Declaration of Conformity (TR CU DoC) Full Official Guide 1. Core Definition & Legal Status EAC DoC = Declaration of Conformity to EAEU TR CU Technical Regulations It is the official self-declaration document for low & medium-risk goods to circulate freely in all 5 EAEU states (Russia, Belarus, Kazakhstan, Armenia, Kyrgyzstan). Equal legal validity as EAC CoC for customs clearance & market sales (only applicable for products the TR CU rules allow DoC) Not issued by third-party certification bodies; drafted, signed and filed by an EAEU local legal entity (Authorized Representative / importer) Only valid after registration in the unified FGIS EAEU federal registry; unregistered declarations are null and void Critical rule: DoC cannot replace EAC CoC for high-risk goods (toys, Ex-proof equipment, lifts, pressure vessels etc.) — customs will reject DoC for mandatory-CoC products EAC system overview

8. 2026 Russia Strict Enforcement Rules for EAC DoC
All DoC must be registered in the official FGIS database; unregistered self-made declarations are treated as counterfeit documents.
DoC without valid QR code linked to the registry will result in cargo detention at Russian border.
If the product legally requires EAC CoC (toys, Ex-proof equipment etc.), customs will fully reject DoC documents and impose fines.
Russian market supervision authorities can audit the declarant’s full technical dossier at any time; fake test reports lead to declaration cancellation, heavy fines, and customs blacklist.
Declarations issued by Kazakhstan/Belarus entities may be subject to extra document verification by Russian customs.
9. Supplementary Certificates Often Required Together with DoC
SGR State Registration Certificate (Rospotrebnadzor): Cosmetics, food-contact tableware, biocidal household cleaners
Fire safety report: Flammable construction materials, interior textiles
Metrology certificate: Measuring consumer instruments
10. Consequences of Invalid / Missing EAC DoC
Goods detained, confiscated or forced return at all EAEU customs ports
Administrative fines on the Russian declarant (up to 20% of total cargo value)
Product delisting from Wildberries / Ozon e-commerce platforms
Permanent customs blacklist for repeated non-compliance
Ban on legal sale, distribution and installation of goods in EAEU territory
