5. Standard GOST-R Application Process
Confirm HS code → Check if product has applicable TR CU
If TR CU exists: Abandon GOST-R, apply EAC instead
If no TR CU: Proceed with GOST-R
Sign notarized power of attorney with Russian authorized representative (foreign factories cannot hold GOST-R docs directly)
Prepare full Russian technical dossier: manufacturer license, product specs, drawings, Russian manual, test reports, label draft
For GOST-R Certificate: Send samples to Russian accredited labs for national GOST standard testing
Serial certificate only: On-site factory audit by certification body
