GOST-R (Russian National Certification) Full Guide
1. Basic Definition
GOST-R = Государственный стандарт России
Russian National State Standard certification system, managed by Rosstandart (Federal Agency for Technical Regulation and Metrology).
Mark: PCT / RST circular logo (only valid for Russia territory)
Core positioning: National supplementary certification for goods not covered by any TR CU (EAC) Technical Regulation
Validity limit: Only Russia; cannot be used for Belarus, Kazakhstan, Armenia, Kyrgyzstan customs clearance
Legal base: Russian Government Decree No.2425 (updated mandatory product list)
Core Logical Rule (2026 Russia Customs Rule)
If your product falls under any TR CU regulation → EAC (CU-TR) is mandatory, GOST-R is NOT accepted for customs clearance
If no applicable TR CU exists for your goods → Mandatory GOST-R certificate/declaration required for import & sale in Russia
Voluntary GOST-R: For products outside both mandatory EAC & mandatory GOST-R lists (marketing purpose only)

2. Two Official GOST-R Compliance Documents
① GOST-R Certificate of Conformity (Yellow official paper)
For high-risk national-controlled goods: high-voltage electrical equipment, special construction materials, industrial chemicals, measuring instruments, telecom equipment
Issued by Rosaccreditation-accredited Russian certification bodies
Mandatory: sample lab testing + factory audit for serial production
Two validity modes:
Batch certificate: Valid for one single shipment only
Serial certificate: 1/2/3 years, requires annual surveillance audit
Liability shared by certification body + Russian authorized representative
② GOST-R Declaration of Conformity (A4 plain paper, registered in federal database)
Medium/low-risk national mandatory goods: paint, fertilizer, household chemical, steel wire, battery accumulators, tableware
No third-party audit; Russian local importer/authorized representative self-declares compliance
Accept manufacturer internal test reports; faster process (7–12 working days)
Full legal responsibility borne entirely by the Russian declarant
③ Voluntary GOST-R Certificate (Blue paper)
Not compulsory for customs clearance
Used for marketing, bidding, tender, local distributor trust building
For goods outside all mandatory EAC & GOST-R lists
3. Product Categories Still Require Mandatory GOST-R (Decree No.2425, 2026)
These sectors have no unified EAEU TR CU regulations, so national GOST-R is legally required:
High-voltage power equipment, transformers, measuring metering instruments
Special construction materials, fire-resistant building components
Industrial paints, varnishes, household detergents, chemical raw materials
Fertilizers, agricultural chemical products
Steel, metal wire, rolled metal profiles
Tableware, cutlery, kitchen ceramic products
Lead-acid & lithium batteries (some unregulated battery subcategories)
Telecommunication radio equipment, national telecom terminal devices
Special industrial measuring & calibration tools

5. Standard GOST-R Application Process
Confirm HS code → Check if product has applicable TR CU
If TR CU exists: Abandon GOST-R, apply EAC instead
If no TR CU: Proceed with GOST-R
Sign notarized power of attorney with Russian authorized representative (foreign factories cannot hold GOST-R docs directly)
Prepare full Russian technical dossier: manufacturer license, product specs, drawings, Russian manual, test reports, label draft
For GOST-R Certificate: Send samples to Russian accredited labs for national GOST standard testing
Serial certificate only: On-site factory audit by certification body
Review documents, issue certificate/declaration & register in Rosstandart federal database
Print PCT/RST mark on product/packaging before shipment
6. Marking Rule for GOST-R
Logo: Round PCT national conformity symbol
Minimum height ≥8 mm (2025 updated rule)
Must be permanent, clearly printed on product body or outer packaging
Must attach Russian model number, manufacturer info beside PCT mark
7. Penalties for Non-Compliance
Customs detention, forced return or confiscation of cargo
Administrative fines for Russian importer (up to 10–20% of goods value)
Ban on sales in offline retail & Ozon/Wildberries e-commerce platforms
Long-term blacklist for repeated violations
8. Important 2026 Russia Policy Updates
No interchangeability: If your product belongs to TR CU scope, customs will fully reject GOST-R documents
Kazakhstan/Belarus GOST-K / GOST-BY certificates are invalid for Russian border clearance; only Russian GOST-R is recognized for national mandatory goods
All test reports for mandatory GOST-R certificates must be issued by Russia Rosaccreditation accredited labs; overseas test reports are no longer accepted
Electronic registry verification is mandatory during customs inspection; unregistered GOST-R documents are treated as invalid
