Differences between EAC Certificate of Conformity (CoC) and EAC Declaration of Conformity (DoC) (TR TS / TR CU) Both are official EAEU conformity documents, both allow affixing the EAC mark and customs clearance. But the applicable Technical Regulation (TR TS) determines which one you must use — you cannot freely choose.

Differences between EAC Certificate of Conformity (CoC) and EAC Declaration of Conformity (DoC) (TR TS / TR CU)

Both are official EAEU conformity documents, both allow affixing the EAC mark and customs clearance. But the applicable Technical Regulation (TR TS) determines which one you must use — you cannot freely choose.

Core conceptual differences

  1. Who takes responsibility?

  • CoC: The certification body audits product and factory, and shares legal accountability.

  • DoC: The EAEU AR self-declares that products meet TR TS; the AR bears all risks if non-compliance is found.


  1. Who decides the document type?

    It is not your choice. Each TR TS explicitly states whether CoC or DoC is mandatory for that product group.

Example: Machinery TR TS 010/2011 → CoC. Low voltage electrical TR TS 004/2011 → DoC.


  1. EAC mark

    For both documents, you may affix the EAC mark only after the document is registered in FGIS.

    The EAC logo itself looks identical for CoC and DoC products.

Common misunderstandings

❌ Myth: CoC is “better” and can replace DoC.

✅ Fact: If TR TS only requires DoC, applying for CoC is optional (voluntary), more expensive and unnecessary.

❌ Myth: DoC means no testing.

✅ Fact: DoC still needs valid test protocols from an accredited laboratory as supporting evidence; you cannot register a DoC without test reports.
