EAC Certificate of Conformity (TR CU CoC) Complete Guide 1. Basic Definition & Legal Status EAC CoC = Certificate of Conformity to TR CU Technical Regulations It is the mandatory third-party certification document for high-risk goods entering the 5 EAEU countries (Russia, Belarus, Kazakhstan, Armenia, Kyrgyzstan). Issued only by Rosaccreditation-accredited EAEU certification bodies on anti-counterfeit official security paper with holograms, unique serial number and official seal. EAC CoC sample document Legal priority: If your product falls under any TR CU regulation, CoC fully replaces national GOST-R / GOST-K / GOST-BY; national single-country GOST documents are rejected by customs. Validity scope: One certificate covers free circulation across all 5 EAEU member states. Core rule: CoC is mandatory for high-risk products; DoC cannot substitute CoC.

8. 2026 Critical Russia Enforcement Rules for CoC
Test reports from non-Rosaccreditation labs are invalid for Russian customs clearance.
EAC CoC without a linked QR code in the FGIS registry will result in cargo detention.
Serial CoC without completed annual surveillance audit is automatically invalid.
CoC issued by Kazakhstan/Belarus certification bodies may be rejected by Russian customs; Russian accredited cert bodies are prioritized.
Any model, material, or core technical parameter change requires re-testing and certificate amendment.

Goods detained, confiscated or forced return at all EAEU border customs
Heavy administrative fines for the EAEU importer (up to 20% of cargo value in Russia)
Removal from Wildberries / Ozon e-commerce platforms

Illegal sale, installation, or operation of machinery prohibited under EAEU market supervision law
