Basic Definition & Legal Status EAC CoC = Certificate of Conformity to TR CU Technical Regulations It is the mandatory third-party certification document for high-risk goods entering the 5 EAEU countries (Russia, Belarus, Kazakhstan, Armenia, Kyrgyzstan). Issued only by Rosaccreditation-accredited EAEU certification bodies on anti-counterfeit official security paper with holograms, unique serial number and official seal. Validity: 1 / 3 / 5 years

2C – Serial production with ISO 9001 factory certificate
Same as 1C, but factory audit simplified if valid ISO 9001 is provided

3C – Single batch certification
Only lab testing for the specific shipment batch
No factory audit, no annual surveillance
Validity: One single shipment only; cannot reuse for future deliveries
Suitable: Small one-time order, custom special equipment
4C – Single unit certification
For one unique custom machine/device; test only the single unit
No audit, one-time use only
9C – Imported spare parts / components
For components installed inside certified main machinery; simplified testing rules
5. Mandatory Precondition: EAEU Authorized Representative
Overseas manufacturers cannot be the applicant/holder of EAC CoC:
Must appoint a legal entity registered in any EAEU country as official Authorized Representative (AR).
2026 Russia customs strict rule: Certificates held by Kazakh/Belarus AR face high rejection risk at Russian border; Russian LLC AR is recommended for Russian clearance.
A notarized power of attorney between factory and AR is a mandatory dossier document.
6. Full Application Workflow for EAC CoC
Step 1: Product Classification
Confirm TN VED HS code, match applicable TR CU regulation(s), select certification scheme (1C/2C/3C etc.)
Step 2: Sign notarized proxy with Russian EAEU Authorized Representative
Step 3: Compile full Russian-language technical dossier
Mandatory documents:
Application form signed by AR
Manufacturer business license, ISO 9001 certificate (notarized translation)
Notarized authorization agreement with AR
Russian technical passport, user manual, circuit/assembly drawings, BOM
Risk assessment report, product photos, EAC marking label draft

Step 4: Sample testing in accredited EAEU labs
Ship samples to Rosaccreditation lab to complete full safety, EMC, mechanical, climate tests (GOST 15150 low-temperature test for outdoor equipment) and obtain official Russian test protocol.
Step 5: Factory audit (only serial schemes 1C / 2C)
Certification body auditor inspects production lines, QC records, raw material control, calibration records, corrective action system. Non-conformities must be fixed before certificate issuance.
Step 6: Document review, issuance & unified registry filing
Cert body reviews all test and audit records; issues official CoC and uploads all data to the unified FGIS EAEU online registry with unique registry number + traceable QR code (mandatory for Russia 2026).
Step 7: EAC permanent marking
Print square EAC mark (min height ≥5mm) + QR code + registry number on product body or outer packaging before shipment.
