Precondition Core Rule
All three are national-only certification systems, only mandatory for goods without applicable TR CU / EAEU Technical Regulations.
None are mutually recognized: one country’s national GOST cannot clear customs in another EAEU state. EAC always has higher legal priority than all national GOSTs.

Applicant must be Kazakhstan registered legal entity (local LLP)
Even if you hold EAC, government tenders for state procurement almost always require extra voluntary GOST-K certificate to qualify for bidding
GOST-BY (STB)
Valid only Belarus
Applicant must be Belarusian registered company
Unique rule: Many construction, glass, paint chemicals require dual certification: EAC + mandatory STB (GOST-BY) to clear Belarus customs, double compliance burden

5. Special Local Technical Testing Requirements
GOST-R (Russia cold climate focus)
Mandatory extreme low-temperature testing per GOST 15150-69:
Class U (-25℃), HL (-40℃), XL (-50℃) for machinery, electrical, metal goods; all outdoor equipment must pass low-temperature cycling tests.
