High‑voltage switchgear>1kV (6kV‑10kV‑35‑kV‑110kV KRU, KSO, complete switch‑cubicles): TR‑CU‑004‑2011 is not applicable. EAC‑DoC / EAC‑CoC is completely invalid for HV‑switchgear; you need separate national‑level GOST‑R PCT certification for Russia and respective national‑certificates for Central‑Asian countries.

Part 1: EAC‑Certification for Low‑Voltage Switch‑Cabinets (≤1000 V)

Mandatory EAEU Technical‑Regulations

TR‑CU‑004‑2011: Low‑voltage‑equipment safety (insulation‑withstand‑voltage, temperature‑rise, short‑circuit‑resistance, IP‑protection grade, bus‑bar safety).

TR‑CU‑020‑2011: EMC electromagnetic compatibility (radiated‑emission and immunity test, complying with GOST‑CISPR‑11‑2015).

TR‑EAEU‑037‑2016: RoHS‑hazardous‑substance limitation for internal components.

If it is explosion‑proof cabinet for mining areas: additionally follow TR‑CU‑012‑2011 (EAC‑Ex).

Applied Standards: GOST‑R‑IEC‑61439‑1‑2013 (equivalent to IEC‑61439‑1 Low‑voltage switch‑assembly standard).

There are two EAC‑approval options: EAC‑DoC (Declaration of Conformity) and EAC‑CoC (Certificate of Conformity).

1. EAC‑DoC (Mode‑5D Self‑Declaration)

Eligibility:

General‑purpose low‑voltage distribution cabinets, auxiliary control cabinets, non‑metering‑type indoor panels, rated‑current ≤2500A for conventional industrial‑site projects, non‑mining and non‑explosion‑risk conditions.

Requirements:

An authorized‑representative (AR, registered‑legal‑entity inside EAEU) registers your declaration in FGIS‑EAEU official database; Chinese‑manufacturer cannot register independently.

Submit type‑test‑report issued by EAEU‑accredited labs, full Russian‑language technical‑dossier: circuit diagrams, bus‑bar‑calculations, component‑EAC‑certificates, Russian‑manual, nameplate, ISO‑9001‑2015 certificate.

Factory‑audit is NOT required.

Validity options: single‑batch (only valid for one export contract), long‑term 1‑5‑years.

Manufacturer plus EAEU‑AR bear full‑legal‑responsibility for customs‑random‑inspection.

Lead‑time:7‑15 working‑days, cost‑effective.

2. EAC‑CoC (Certificate of Conformity, Mode‑1C for mass‑production, Mode‑3C for single‑batch)

Mandatory‑scenarios where DoC is forbidden:

LV main incoming‑switch‑cabinets with rated‑current>2500A; switch‑gear for grid‑substation‑projects, power‑plant‑projects, energy‑storage‑stations; metering‑cabinets with CT/PT inside for electricity‑billing purpose.

Explosion‑proof cabinets, mining‑type cabinets, outdoor‑installed switch‑boards.

Hard‑requirements:

Full‑set type‑tests are compulsory in EAEU‑recognized laboratories.

3‑5‑year long‑term certificate requires on‑site factory‑audit and annual surveillance‑audit every year; single‑batch Mode‑3C does not require yearly‑audit.

Certificate issued by Rosaccreditation‑authorized notified‑body and valid for all five‑EAEU‑member‑states.
