3. Permitted Scope for EAC DoC (CoC Can Be Applied Voluntarily)
Medium/low-risk goods allowed to use DoC for customs clearance:
TR CU 004+020 Small household electrical appliances: kettles, fans, LED lamps, phone chargers, air fryers
TR CU 017/2011 Light industry goods: clothing, shoes, textiles, bedding, bags
TR CU 025/2012 General household & office furniture (excluding infant furniture)
TR CU 010/2011 Simple hand tools & portable small power tools
TR CU 005/2011 Plastic, paper & metal packaging materials
TR CU 009/2011 Cosmetics & perfumery (extra SGR state registration required)
Construction finishing materials: paint, wallpaper, plastic drainage pipes, floor tiles, thermal insulation
Stationery, ceramic/glass tableware, daily plastic containers
Category 1 simple PPE: ordinary safety gloves, basic dust masks, regular safety goggles
4. Shared Mandatory Rules for Both CoC & DoC
EAEU Authorized Representative Is Compulsory
Chinese overseas manufacturers cannot be the holder/applicant of either document. You must appoint a legal entity registered within the EAEU (Russian LLC recommended for Russian customs clearance in 2026) with a notarized Russian power of attorney.
Unified EAC Marking Requirement
Square EAC symbol minimum height ≥5mm, permanently printed on product body or outer packaging; traceable QR code linked to the FGIS unified registry is mandatory for Russian border inspection in 2026.
Official Unified Database Registration
All valid CoC & DoC must be uploaded to the federal FGIS registry; unregistered documents are deemed counterfeit and will lead to cargo detention.

Manuals, technical passports, drawings, test protocols must be fully translated into Russian, with consistent model & brand information across all files.
Batch vs Serial Validity Logic
Batch documents only apply to one single shipment; serial documents allow unlimited shipments within 1–5 years.
5. Key Legal Rule You Must Follow
If your product falls into the mandatory CoC list, a DoC will be fully rejected by EAEU customs, resulting in cargo seizure, fines, and forced return.
For products eligible for DoC, you may voluntarily upgrade to CoC if required by buyers or government tender projects (CoC has higher third-party credibility).
National GOST-R / GOST-K / GOST-BY cannot replace either CoC or DoC for goods covered by any TR CU regulation.
