Mandatory GOST-R Certificate & Declaration Full Guide
1. Core Legal Foundation
Regulated by Russian Government Decree No.2425 (updated Aug 2024), split into two separate mandatory lists:
List 1: Goods requiring Mandatory GOST-R Certificate (CoC) – high national risk goods
List 2: Goods requiring Mandatory GOST-R Declaration (DoC) – medium national risk goods
Absolute Priority Rule (2026 Customs Enforcement)
If your product falls under any TR CU (EAC) Technical Regulation, GOST-R CoC / DoC is completely invalid for customs clearance; only EAC document is accepted.
Mandatory GOST-R only applies to goods not covered by any EAEU TR CU regulation.
GOST-R documents are only valid within Russian Federation; not recognized in Kazakhstan/Belarus/Armenia/Kyrgyzstan.

Mandatory GOST-R Certificate (CoC)
Issuer: Third-party certification body accredited by Rosaccreditation (Russia federal accreditation authority)
Paper: Special yellow anti-counterfeit security form with official seal
Mandatory process:
Sample testing in Russian accredited labs
Serial certificate (1/3 years) requires annual factory surveillance audit; batch certificate (single shipment) no audit
Liability: Shared between certification body + Russian authorized representative
Max validity: 3 years (no 5-year option)
Applicant rule: Only a registered Russian LLC can be the certificate holder; Kazakh/Belarus companies are rejected
Mandatory GOST-R Declaration (DoC)
Issuer: Self-declared & filed by Russian local importer/authorized rep (no third-party cert body issuance)
Paper: Plain white A4 sheet, registered in Rosstandart federal unified registry
Mandatory process: No mandatory factory audit; manufacturer internal test reports are acceptable
Liability: 100% full legal responsibility borne solely by the Russian declarant
Max validity: 3 years or single batch
Processing cycle much shorter & lower cost than GOST-R CoC

Structural steel profiles, special alloy rolled metal
3.4 Telecommunication Radio Terminal Equipment
National telecom radio transmitters, signal receiving terminals not covered by EAC EMC rules
3.5 Non-Destructive Testing Devices
Industrial flaw detectors, ultrasonic / X-ray material inspection equipment
