CU-TR / TR CU Certification Full Guide
1. Basic Definition
TR CU = Technical Regulations of the Eurasian Customs Union (Технические регламенты Таможенного союза)
CU-TR is the common short name for the same certification system, interchangeable with EAC certification.
This is the unified mandatory compliance system of the EAEU (Eurasian Economic Union):
Russia, Belarus, Kazakhstan, Kyrgyzstan, Armenia
One TR CU certificate / declaration = legal circulation in all 5 member states
Replaced old national certifications: GOST-R (Russia), GOST-K (Kazakhstan), GOST-BY (Belarus)
Products complying with TR CU rules are marked with the EAC conformity mark

2. Core Legal Basis
All product safety rules are issued as official TR CU decrees, each with a unique serial number, e.g.:
TR CU 004/2011 – Low voltage equipment safety
TR CU 020/2011 – Electromagnetic compatibility (EMC)
TR CU 010/2011 – Machinery and equipment safety
TR CU 012/2011 – Explosion-proof equipment
TR CU 032/2013 – Pressure equipment
Every product has a fixed applicable TR CU regulation determined by HS code and product function.
3. Two Types of TR CU Compliance Documents
1) TR CU Certificate of Conformity (CoC)
For high-risk products: machinery, explosion-proof devices, toys, pressure vessels, children’s goods, medical equipment
Issued only by Rosaccreditation accredited certification bodies
Mandatory: product laboratory testing + factory audit (for mass production certificates)
Valid term: Batch certificate (one shipment only) / Serial certificate (1–5 years)
Liability shared by certification body, Russian authorized representative and importer
2) TR CU Declaration of Conformity (DoC)
For low & medium-risk goods: furniture, textiles, hand tools, general consumer plastic goods, simple household items
Not issued by third-party labs; filed by an EAEU local legal entity into the unified federal registry
No mandatory factory inspection; manufacturer’s internal test reports are acceptable
Shorter processing cycle, lower cost
Full legal liability rests entirely with the local EAEU declarant (importer/authorized rep)
4. Key Mandatory Rule: Authorized Representative
Chinese manufacturers cannot be the holder of any TR CU CoC or DoC.
You must appoint a legal entity registered within the EAEU (mostly a Russian company) as your official authorized representative, with a notarized power of attorney.
2026 Russia local customs policy: Certificates issued by Kazakh/Belarusian bodies face high rejection risk at Russian border; Russian accredited bodies are prioritized.
5. Standard TR CU Application Workflow
Confirm HS code → match corresponding TR CU regulation → judge CoC or DoC
Sign notarized proxy with Russian authorized representative
Compile full Russian-language technical dossier:
Manufacturer registration docs, product specs, drawings, manuals, BOM, test reports, label drafts
If CoC required: Deliver samples to accredited labs for full safety testing
If serial CoC: Conduct on-site factory audit by certification body
Submit all materials for review, issue document and register in official FGIS EAEU database
Print EAC marking on products and outer packaging before customs clearance
6. EAC Marking Requirement (TR CU Mandatory)
Logo: Unified EAC symbol next to model, manufacturer info and registry number
Minimum height ≥5 mm (tiny components allow minimum 2 mm)
Permanent marking on product body or original packaging
Since 2025–2026, QR code linked to official registry data is strongly enforced in Russia; missing QR code leads to cargo detention
7. Consequences of Missing Valid TR CU Document
Customs: Goods detained, returned or confiscated
Administrative fines imposed on the Russian importer
Ban on sales on Wildberries, Ozon and offline retail channels
Long-term blacklist for repeated non-compliance
8. Additional Supplementary Certificates (Not Replace TR CU)
Some products need dual compliance: TR CU + extra registration
SGR State Registration Certificate (Rospotrebnadzor): cosmetics, biocides, food contact materials, medical products
Fire Safety Certificate: construction materials, flammable interior products (complies with TR CU 004/2011 fire clauses + national fire rules)
Explosion-proof Ex certificate: supplementary test report under TR CU 012/2011
