Heavy penalties for non-compliance: Cargo seizure, fines up to 10%–20% of goods value, supplier blacklist by customs & e-commerce platforms (Ozon/Wildberries)
5. Standard Application Process for Russian EAC
Step 1: Product Classification
Confirm HS code + applicable TR CU technical regulation; judge CoC or DoC requirement
Step 2: Appoint Russian Authorized Representative
Sign notarized legal proxy with local Russian company (mandatory per 2026 rules)
Step 3: Prepare Full Technical Dossier (Russian language required)
Application form, manufacturer business license, ISO 9001 (if available)
Product drawings, user manual, technical specification, BOM
Test protocols (must be Russian lab reports for CoC)
Product photos, label draft with EAC mark layout
Step 4: Lab Testing (CoC only)
Ship samples to accredited Russian lab for full safety/EMC/environmental testing
Step 5: Factory Audit (Serial CoC only)
On-site production audit by Russian certification body
Step 6: Document Issuance & Registry Filing
CoC: Anti-counterfeit official paper certificate; DoC: electronic registry record. Both uploaded to unified EAEU database for customs query

6. EAC Mark Labeling Rules
Placement: Visible on product, permanent packaging, or accompanying docs
Size: Symbol height ≥5mm; small miniature parts allow min 2mm
Mandatory additional info next to mark: model, manufacturer name, EAC registry number, QR trace code
7. Consequences Without Valid EAC Certification
Customs: Cargo detained, forced return or destruction
Fines: Legal penalties for importer up to 1 million Rubles
E-commerce: Ozon / Wildberries product delisting, store account suspension
Market ban: Cannot distribute, install or sell goods legally across Russia
