GOST R / GOST-K / GOST-B Certification Full Explanation

General Background

GOST originates from Soviet Union national standards. After the USSR dissolved, each EAEU member built its independent national GOST certification system, marked with country suffix letters:

• R = Russia → GOST R

• K = Kazakhstan → GOST-K

• B = Belarus → GOST-B

Core Overarching Rule (2026 Valid)

1. If your product falls under any TR CU EAEU unified technical regulation (low voltage, machinery, toys, EMC, PPE etc.)

   → EAC certificate is mandatory for all 5 EAEU countries; GOST R / K / B cannot replace EAC, customs will detain goods if only national GOST is provided.

2. If your product has no corresponding TR CU regulation coverage (special railway gear, high-voltage above 1kV, specific fertilizers, special coatings, unique measuring instruments):

• Export only to Russia: GOST R (CTP mark)

• Export only to Kazakhstan: GOST-K

• Export only to Belarus: GOST-B

3. All three national GOST certificates are single-country valid only, not mutually recognized. You need separate certificates if selling to multiple EAEU nations for non-EAC covered goods.

1. GOST R Certification (Russia Only)

Conformity Mark

Circular CTP (old name PCT) logo, minimum height ≥8mm, QR code mandatory since 2025

Two Mandatory Document Types

1. GOST R CoC (Certificate of Conformity)

   High-risk goods: pressure vessels, railway equipment, medical devices, high-voltage apparatus

   Validity: Single batch / 1Y / 3Y / 5Y; 3/5Y requires factory audit + annual surveillance

2. GOST R DoC (Declaration of Conformity)

   Medium-low risk goods: textiles, furniture, general plastic fittings, ordinary decorative materials

   No factory audit at any stage; Russian importer bears full legal liability; validity 1–3 years

Voluntary GOST R

For goods outside Decree No.2425 mandatory list; used for tender, supermarket admission, lower customs inspection rate.

Applicant Rule

Certificate holder must be a Russia-registered local importing company; Chinese manufacturer cannot apply alone.

2. GOST-K Certification (Kazakhstan Only)

Mark & Certificate Appearance

Unique national GOST-K circular mark;

• Mandatory CoC: blue certificate

• Voluntary certificate: pink certificate

Application Scenarios

1. Goods not covered by EAC TR CU

2. Local tender/retail chains explicitly require GOST-K even with valid EAC

3. Special construction raw materials, agricultural chemicals, mining auxiliary equipment

Document Types & Validity

• Single-batch certificate (one shipment only, no factory audit)

• Serial certificate: 1Y / 3Y; serial production requires on-site factory audit

Test Rule

Samples must be tested in Kazakhstan national accredited labs; foreign test reports have limited recognition under 2026 new rules.

3. GOST-B Certification (Belarus Only)

Special Features

1. Less voluntary certification system compared to GOST R/K; most listed goods are compulsory GOST-B

2. High-risk industrial equipment (high-pressure containers, industrial machinery) needs extra industrial safety permit alongside GOST-B

3. Unique national STB standard series combined with GOST-B evaluation
