These categories have no unified EAEU technical regulation, so Russia enforces GOST R per Decree No.2425:

1. High-voltage equipment above 1kV, special transformers, industrial high-voltage switchgears

2. Specific construction materials: special fire-resistant coatings, special wall papers, non-standard structural steel

3. Chemical & agricultural goods: chemical fertilizers, pesticides, industrial solvents, lubricants

4. Partial cosmetics, perfumes, household detergents not covered by TR CU

5. Special measuring instruments, railway exclusive hardware, nuclear auxiliary components

6. Partial foodstuff, alcohol, animal feed, tobacco products

7. Special education equipment, VR teaching devices, kindergarten soft play modules (2026 new mandatory list)

5. 3-Step Standard Selection Flowchart

Step 1: Confirm your target sales market

• Sell to multiple EAEU countries (RU + KZ + BY etc.): Must choose EAC, no alternative.

• Sell only to Russia single market: Proceed to Step 2.

Step 2: Check if product is regulated by any TR CU

• Yes → Apply EAC (EAC CoC for high risk; EAC DoC for medium-low risk). GOST R cannot replace it.

• No TR CU covers the product → Step 3.

Step 3: Cross-check Russia Decree No.2425 mandatory GOST list

1. Listed in No.2425 → Mandatory GOST R (CoC / DoC), affix CTP mark.

2. Not listed in No.2425 → No mandatory certification; choose:

• Voluntary GOST R: improve tender & supermarket admission;

• EAEU Exemption Letter: simple document only for customs clearance.

6. Common Critical Misunderstandings

1. Misconception: GOST R is cheaper, so I can skip EAC for electric appliances to Russia

   Fact: Electrical goods fall under TR CU 004/020; only GOST R certificate will be rejected by customs, cargo detained and fined.

2. Misconception: EAC certificate is also valid for Kazakhstan’s GOST-K requirement

   Fact: EAC is fully recognized in Kazakhstan, no need for separate GOST-K certification.

3. Misconception: All goods to Russia need GOST R

   Fact: Over 80% of general industrial & consumer goods are covered by EAC TR CU, only special niche goods need GOST R.

4. Misconception: EAC + GOST R double certification is always required

   Fact: Dual certification is only needed for special national-monitored equipment (railway, nuclear parts); ordinary goods only need one document per the priority rule.

If EAC required

• High-risk goods: EAC Certificate of Conformity (EAC CoC, 1/3/5 years)

• Medium-low risk goods: EAC Declaration of Conformity (EAC DoC, 1/3/5 years)

If GOST R required

• High-risk special equipment: GOST R CoC (single batch / 1 / 3 /5 years, factory audit for long term)

• Medium-low risk goods: GOST R DoC Declaration (no factory audit, 1/3 years)
