Basic Definition & Legal Status 1.1 What is GOST R DoC GOST R DoC = Declaration of Conformity for Russian National GOST Standards It is one mandatory conformity document under Russia’s national technical regulation system, alongside GOST R CoC Certificate. 1. Basic Definition & Legal Status
1.1 What is GOST R DoC
GOST R DoC = Declaration of Conformity for Russian National GOST Standards
It is one mandatory conformity document under Russia’s national technical regulation system, alongside GOST R CoC Certificate.
Regulatory authority: Rosstandart (Federal Agency for Technical Regulation and Metrology)
Legal basis: Federal Law No.184-FZ, Government Decree No.2425 (mandatory product list)
Validity territory: Only Russian Federation, invalid for Kazakhstan, Belarus and other EAEU countries
Equal legal force as GOST R CoC; both are compulsory for customs clearance & domestic sales for listed goods
Marking requirement: Must affix circular CTP conformity mark on product, nameplate & outer packaging (minimum height ≥8mm)
1.2 Core Rule: GOST R vs EAC TR CU
If product is covered by any EAEU TR CU regulation → apply EAC DoC / EAC CoC, NO GOST R document needed

2. Applicable Product Categories for GOST R DoC
All mid-low risk goods without EAC technical regulation coverage:
Light industry & textile: Ordinary garments, bedding, non-flame retardant fabrics, general leather goods
General daily consumer goods: Non-food contact ceramic/glass tableware, plastic storage articles, manual hand tools, small hardware fittings
Ordinary construction & decorative materials: Common interior paint, normal wallpaper, non-pressure PVC pipes, floor tiles, regular putty
Mechanical & electrical spare parts: Common bearings, bolts, plastic housings, non-industrial low-voltage fittings, drill bits
Partial cosmetics, household chemical supplies, general fertilizers

4. Mandatory Applicant Rule
Chinese factory cannot be the holder/applicant of GOST R DoC.
The applicant must be a legal entity registered in Russia (local importing company), who signs the declaration and completes registration in FGIS national database.
